Runoff pollution from motor vehicles and roadways poses one of the greatest threats to the San Francisco Bay’s water quality. Just as current law allows local air districts to assess a surcharge on vehicle registration fees to fight air pollution from vehicles, AB 204 would have allowed any of the nine Bay Area counties to assess a fee of up to $6 per vehicle to reduce water pollution from vehicles and roadways.
