Cruise ships are great fun. They also can be a dangerous proposition for the marine environment and even on-board safety. After reports of illegal dumping of wastes and a number of well-publicized personal assaults on cruise ships, SB 1582 (Simitian) would have required that cruise ships entering California waters have an ocean ranger on-board, specifically to watch for activities that could harm the marine environment or onboard passengers.
