No sooner had we come up with a great system to fund home energy efficiency programs through the Property Assessed Clean Energy Reserve program (PACE) than the Federal Housing Finance Agency urged state and local governments to put the program on hold. This left local government and property owners frustrated and millions of dollars inaccessible. AB x 14 (Skinner) expands the authority of the state to spend the $50 million appropriated for PACE to administer a new Clean Energy Upgrade Program to help finance energy and water efficiency improvements and the installation of renewable energy generation technologies.
