In September 2005 the Governor abruptly fired every member of the Reclamation Board because, according to some, the normally pliant board had begun to crack down on developers building in unsafe flood-prone areas. That act prompted SB 17 (Florez), which changes the name of the board to the more understandable Central Valley Flood Protection Board, increases membership to include an engineer, a hydrogeologist, a flood control expert, a water attorney and three public members, and requires the board to review local and regional land use and flood control plans.
