California is a national leader in diverting waste from landfills, currently diverting 54% of all waste. Some years back the former Integrated Waste Management Board had adopted a "zero waste" goal for California. While a laudable goal, it is unreachable without significant increases in diversion, including requirements for commercial recycling. Building on the landmark success of AB 939, AB 737 (Chesbro) presented a package of policies that would have moved California forward from landfilling to waste reduction, recycling, and composting, by requiring all commercial waste generators to establish recycling programs.
