Directs the Air Resources Board to use revenue generated by the auction of AB 32 greenhouse gas emission reduction allowances to fund development, demonstration, pilots, and early deployment of zero and near-zero-emission truck, bus, and off-road vehicle and equipment technologies, focusing on reducing impacts in disadvantaged communities.
